内容提要
我们提出了一种用于检测采购拍卖中围标行为的测试方法,适用于投标人私人成本存在相关性的情形。该方法是在Porter和Zona(1993)提出的基于排名的测试基础上,从独立私人价值范式扩展到相关私人价值范式。我们将这一测试应用于2003年4月至2006年12月的日本采购拍卖数据。结果显示,建筑公司之间存在广泛的合谋行为,这与日本公平交易委员会认定的违反反垄断法的情况一致,尤其是当合谋表现为虚假投标方案时。
We propose a test for bid-rigging behavior in procurement auctions when bidders’ private costs are affiliated. Our test is an extension of the rank-based test in Porter and Zona (1993) from the independent private value paradigm to the affiliated private value paradigm. We apply the test to the Japanese procurement auctions from April 2003 to December 2006. The results indicate evidence of widespread collusion among construction firms that the Japan Fair Trade Commission found to be in violation of antitrust law, given that collusion takes the form of a phantom bidding scheme.

赵君是加拿大约克大学的助理教授。她的研究领域包括实证产业组织和微观计量经济学,次要领域涉及政治经济学和公共经济学。她目前的研究项目包括对贝叶斯博弈的结构性分析、政府采购中少数群体优先计划的评估,以及因果推断的计量经济学方法。应用范围涵盖竞赛、拍卖、选举结果和政府组建等。她曾在Journal of Econometrics发表论文。
Jun Zhao is an assistant professor at York University in Canada. Her research fields of interests are Empirical Industrial Organization (IO) and Microeconometrics, with secondary fields in Political Economy and Public Economics. Her current projects include structural analyses of Bayesian games, the evaluation of minority preference programs in procurement, and econometric methods for causal inference. Applications span contests, auctions, electoral outcomes, and government formation. She has published in Journal of Econometrics.
