Speaker's Profile:
Pan Jie is Professor and Dean of the West China School of Public Health and West China Fourth Hospital at Sichuan University. He teaches and conducts research in health policy, with a primary focus on constructing value-based health systems. Professor Pan serves as Editor-in-Chief of Health Policy in Asia and Modern Preventive Medicine and has led major research projects for national high-level think tanks and national science and technology initiatives in policy and management. In recent years he has supervised students who received top honors, including the First Prize in the national “Challenge Cup” competition. His research has been published in leading journals such as Economic Research and The Lancet.
Abstract:
Based on long-term time-series data from across the country and representative regions, this study systematically assesses the spatial distribution and spatiotemporal trends of my country's medical resources and their impact on service utilization and health outcomes, revealing the current state and causes of uneven resource allocation. The lecture further introduces policy simulations based on a location-allocation optimization model, including hospital site selection, bed allocation, emergency medical service system layout, and departmental resource optimization, to quantify the effects of expansion and balanced distribution on equity accessibility, efficiency, and health benefits. This research provides scientific evidence and decision-making tools for promoting the expansion and regional optimization of high-quality medical resources.
